Abstract
This volume forms part of the First Edition, Framework Version 1.0, of the Global Artificial Intelligence Development and Competitiveness Assessment Framework. It examines the institutional, regulatory, risk-management, and human-capital capacities required to govern, sustain, and adapt to artificial intelligence development. The volume covers AI governance systems, legal and regulatory capacity, responsible AI, safety and systemic risk, education and research capacity, talent development and mobility, workforce transformation, skills adaptation, labor-market adjustment, and long-term human-capital resilience. The Framework is designed as an open, extensible, and evolving assessment architecture that may be revised as AI technologies, governance arrangements, risk conditions, education systems, workforce structures, and measurement needs develop.
