Abstract
This First Edition, Framework Version 1.0, presents an integrated framework for assessing artificial intelligence development and competitiveness across foundational capabilities, algorithms, applications, governance, risk, talent, workforce capacity, measurement systems, frontier indicators, and strategic outlook. The edition comprises Volume I: Foundations, Algorithms, and Applications; Volume II: Competitiveness, Governance, and Risk; Volume III: Talent and Workforce Capacity; and Volume IV: Frontier Indicator and Outlook. The Framework is designed as an open, extensible, and evolving assessment architecture that may be revised as AI technologies, data conditions, governance environments, and measurement needs develop.
