Abstract
This First Edition, Framework Version 1.0, presents an integrated framework for assessing artificial intelligence development and competitiveness across infrastructure and foundational capacity, algorithms and platforms, applications, competitiveness, governance and risk, talent and human capital, frontier and emerging AI indicators, and future outlook. The edition comprises Volume I: AI Infrastructure and Foundational Capacity; Volume II: Algorithms, Applications, and Competitiveness; Volume III: Governance, Risk, and Human Capital; and Volume IV: Frontier Indicators and Future Outlook. The Framework is designed as an open, extensible, and evolving assessment architecture that may be revised as AI technologies, data conditions, governance environments, human-capital requirements, and measurement needs develop.
