Abstract
This volume forms part of the First Edition, Framework Version 1.0, of the Global Artificial Intelligence Development and Competitiveness Assessment Framework. It establishes the infrastructural and foundational capacity layer of the Framework, covering compute power and hardware resources, data resources and AI model quality, AI system stability and security assurance, the AI developer ecosystem, and sustainable AI compute resources. Together, these dimensions assess the physical, technological, organizational, security, and environmental foundations required for AI development and deployment. The Framework is designed as an open, extensible, and evolving assessment architecture that may be revised as AI technologies, infrastructure conditions, data environments, security requirements, sustainability constraints, and measurement needs develop.
