Rerouting the Gulf

Bypass Infrastructure and the Changing Strategic Value of the Strait of Hormuz

Description

This policy brief examines how Gulf bypass infrastructure is changing the strategic value of the Strait of Hormuz. It argues that the transition is from chokepoint indispensability toward differentiated bypassability, not from strategic importance to irrelevance. Crude oil can acquire substantial non-Hormuz capacity faster than petroleum products, while LNG remains structurally harder to substitute. The brief assesses Saudi westward pipeline options, UAE east-coast crude and port expansion, Hafeet Rail and Oman’s Gulf of Oman gateway role, crisis-era commercial rerouting, and the limits of claims that 50–70 percent of total energy flows could bypass Hormuz within two years. It concludes that bypass investment redistributes chokepoint risk across a wider network of pipelines, ports, railways, roads, terminals, and secondary maritime chokepoints.

Abstract

The 2026 disruption of the Strait of Hormuz has accelerated Gulf efforts to reduce dependence on a single maritime gateway. Hormuz remains system-critical because of the scale of flows involved: in the first half of 2025, about 20.9 mb/d of oil and 11.4 Bcf/d of LNG transited the Strait. Saudi Arabia and the UAE currently provide the main crude-oil bypass capacity, with early-2026 estimates placing available capacity at about 4.7 mb/d, roughly 32 percent of the 2025 crude-and-condensate baseline. The UAE’s second Fujairah pipeline could raise this to about 6.2 mb/d by 2027, while Saudi Arabia is considering a further 1 to 2 mb/d expansion. These projects increase crude-oil bypassability, but their timing, effective throughput, and commodity mix remain uncertain. Adaptation is also extending beyond pipelines through Fujairah and other east-coast ports, the UAE–Oman Hafeet Rail project, and expanding road, rail, and multimodal routes around the Strait. The key constraint is that bypassability differs sharply by commodity: crude oil can be rerouted more readily than petroleum products, while LNG remains structurally harder to substitute. The brief concludes that Hormuz is becoming less singularly decisive, not strategically irrelevant, as the regional system shifts toward a more distributed network of pipelines, ports, railways, roads, and alternative maritime gateways.
